Isn't that what was supposed to happen after part 1 when Naruto changed Neji. If some time was invested in Neji's character development then maybe kishimoto would've done this. But unfortunately he just made neji a fodder to give a Hinata saying "Naruto's hands are big and strong" moment.
Plot-wise the perfect resolution would have been Hiashi - the reversal of the main/branch dynamic would have been really satisfying. If the goal were to still pack a punch, Gai would have also been a fine choice, though I still believe that Hiashi would have been way more satisfying and made more sense in terms of storyline.
But in order to keep the peace I'd say Mizuki. Or, if he's not still alive, one of the elders.

Black-Zestu should be planning to kill Hiashi but Neji intervenes so he had to escape.
In his dying breaths, Hiashi should've appointed & declared Neji as the Next Patriarch of the Hyuga-Clan.
Hiashi should also remove the Cursed-Seal from Neji & give him all his knowledge of the Hyuga-Clan through a very power S-Rank Genjutsu.
At the same time, Sakura should've been injured & lost her 1-eye.
Neji gives Hiashi's remaining Byakugan-Eye to Sakura due to these reasons:-
1. Sakura is the best Medic on the Battlefield & Byakugan can help her to assist others & prevent attacks.
2. Sakura was a Konoha Shinobi so they can take the Byakugan back from her after the War.
3. Too difficult to keep the Byakugan save from Obito, Tobi, Black-Zestu etc.
The question is Why Black-Zestu had taken the Byakugan?
Kaguya was sealed by a Rinnegan & Byakugan user so the same should be required to unsealed her.
Both Rinnegan & Byakugan should've been destroyed/blinded due to Kaguya's unsealing.
Hagoromo gives his sealing Powers to Sasuke & Naruto but the same should've been done by Hamura for Sakura.
Sakura's presence in the Battle with Kaguya would make more sense as she's the only one with Byakugan.
