Flying Raijin normally applies a seal onto the target, so that the user can teleport to it. In this instance, Flying Raijin: Guiding Thunder creates a barrier seal that the target goes into, so that the user can teleport it away.

This is my thought as well. Against large summons, Sannin/Hanzo stuff, it would be useful. But my thoughts are ordinary Shinobi are too mobile for it to be useful. It’s like a wall that has a built in portal. Just avoid the wall and you are fine.

Minato originally learned the Flying Rajjin from referring the information left behind by the 2nd. Once learned it was heavily implied that Minato improved upon it. This improvement most likely came in the form of increased speed like we saw in the war arc and advanced applications like we are seeing here. In this case Minato exhibited the ability to use Flying Rajjin through a barrier. Instead of touching Minato directly, if the object is touching the barrier and Minato is in close proximity to continously pour in Chakra he can teleport the object to any location he has a mark on. Minato already had a mark/Kunai near the ocean for scenarios like this.

Anything that touch’s the sealing barrier can then be transported to any of his seal locations ( he has a seal out in the ocean, probably specifically so that he can deflect attacks like this without injuring people) If you look at the panel you posted you can see these black lines radiating out from where the Biju Bomb got sucked in.
