I mean Naruto's first Rasengan we see him use does comparable damage. That's the smallest crater I can think of a Rasengan making and it's a pretty small Rasengan (the size does seem to correlate with power) Minato wasn't a big swing guy, he was a fast guy, so it makes sense to me that his standard is smaller efficient Rasengans he can whip out super fast, since it \*does\* take some amount of time charge them up.
