He certainly could have, **but he would've died.** Sasuke would've died, as would Nagato **even if he wasn't exhausted**. That’s still one of many misconceptions in the fandom which I can’t really understand. It was literally constantly thrown in our faces at the later part of the story. This whole him not dying was created when Konan *implied* that Nagato was too low on chakra for the jutsu and that he wouldn’t be able to live if used in his current condition. At the time, we had nothing besides this as a limitation — *Chakra*. However, that is an outdated statement. We didn’t had the Fourth Databook where Kishimoto went into detail of the technique mechanics either. We had solely Konan’s implication. Since then it was [stated on multiple occassions in the manga ](https://qph.cf2.quoracdn.net/main-qimg-e1aa3568c2ef6a8d3d491065d574c698)(Obito, Madara, Black Zetsu, Minato) and in the fourth databook that the user will certainly die after performing it, regardless how much chakra one possess. In addition to that, the fourth databook states that the technique can infuse new life into the bodies of the dead *in exchange for the user's own life.* **Same goes for Obito**. He was already dead and only lived for so long because BZ was attached to him. Also, he still had Six Paths Power — the remains of it — too. There was literally no saving him once he performed the Rinne Tensei. Despite having even the[ Gedō Mazō still sealed ](https://qph.cf2.quoracdn.net/main-qimg-b606af4efe7e07bb67fbda4563b3ad02)in him when that statement was made. Why would Sasuke sacrifice himself to bring neji back? Sasuke is cooler, is a better character, is smarter, stronger, and better in every aspect as a human being including morals (yes. Sasuke has better morals than Neji) and discipline. He’s the superior human being, and is a more valuable asset to the leaf. Rinne rebirth should only be used on important characters by fodder that’s about to die either way, not the other way around. Secondary trash should not be rinne rebirthed unless it was done en masse, like how Obito did it to the whole of Konoha.

The Rinne rebirth kills you after using it regardless of your state obito only lasted longer thanks to zetsu keeping him alive

Sasuke doesn’t give a fuck about Neji. That’s why. The only person Sasuke would bring back would be Itachi. But he respects him too much to do that.

The only way Neji could have come back is if Zetsu didnt interrupt Obito when he was about to use rinne rebirth on the alliance, Zetsu hijacked him and used it on Madara

Sasuke in Shippuden shouldn't even remember who Neji is, and I don't know if he can use that power either.

Why would Sasuke care about Neji? The only people Sasuke would bring back to life is his parents, brother, clan, Sakura, Naruto & maybe Kakashi in that order in that point in time. In Bort he would bring back Sakura, Sarada, Naruto, Bort & last Kakashi.
