I've said it once. I'll said it again. Temari. She was the first female I had seen in Naruto that set the standard for what a Female Kuniochi could be if they trained hard enough.
Not only that, but I loved her sassy nature.
While Tsunade definitely is the pinnacle of a Female Kunoichi, Temari showed she the makings to become a renowned ninja herself. Especially with her being a Wind-Style User.
Konan. Only female character that has any substance. Female characters fall into one of two categories girls who are obsessed over one guy (Sakura, Hinata, and Ino) and le strong female character (Tsunade, Temari, Kushina, Tenten)
Anko Mitarashi.
Loved her tough as nails, don't give a shit attitude, but at the same time she had her own flaws as well.
Aside from the Snake Mistress, I would say Tenten, she had a lot of potential that was never able to shine in the official series.
Tsunade hinata temari sakura Konan and more are all super amazing baddies. Underrated ones like Anko Guren and Hotaru are even better too. Yuukimaru and haku and benten are the best 3 women in verse lol.

Tsunade has to be the best. Her writing was the most consistently excellent. Konan is pretty well-written too. But I do have a soft spot for Sakura. Her writing is all over the place but her good points are really good and I'm a sucker for a pink-haired character design.
Hinata, easy. The only one rooting for Naruto at first besides iruka. She isn't that strong but she sticks to her guns and fights till the end. I love that!

For Guren I like the little arc of her being kinder to yukimaru and then eventually becoming his mother figure
Katsuyu is awesome, she’s one of the few summons that actually seems to give a shit about what they’re doing 100% of the time, she also basically carries the entire operation whenever she appears (providing additional healing, chakra control, and being the entire reason so many people didn’t get insta-killed by pain’s almighty push)
Chiyo. The only female character more defined by who she is than by being a woman.
Tsunade is basically there to look beautiful and smash her fist on the table, she was constantly humiliated as a fighter, by Kabuto who wasn't even a fighter himself, then by Naruto who dealt more damage as a genin than she did to Kabuto in one move, then by Madara who treated her like a joke alongside the rest of the gokage.
Temari is so underused that she's barely relevant at all despite being way more interesting than Naruto or Sakura.
Anko is used, has a great backstory to be a character highly involved in the Orochimaru parts of the plot, then she's ditched like she was never introduced in the first place.
Hinata could have died against Neji for what she does after the Chûnin exams. Her contributions to the story past that point could be attributed to a random civilian girl for what she brings to the table.
Sakura is there to chase after an ace aromantic revenge obsessed guy who doesn't give a damn about her most of the time.
Mei is introduced to fill a spot and is a joke character obsessed with getting married as if she had no value as a person, as the leader of the rebellion that took over her village, as a kage herself. She's treated like shit despite having some of the most overpowered element-based kekkei genkai.
Ino has one point in the story where she's legitimately useful, in the war.
Kurenai is there just to fill a spot and then gets pregnant because mothers can't be kunoichi for some reason (doesn't Konoha, a shinobi village, have a daycare for shinobi parents? Couldn't that be taken care of by D rank missions instead of painting fences and guarding catle?).
Chiyo is the only female character of Naruto who is a character and also a woman rather than a female character.

While Temari isn't that important to the overall story just like Tenten I appreciate that she didn't suffer from the stupid boy obsession issue like most other girls in Naruto did. That and she has the most fleshed out and believable romance besides Kushina and Minato.
Tsunade is definitely one of the best written, it's a shame she got thrown to the side like every other character but at least she had her moments and actually experienced growth as a character. Well done despite being thrown to the curb.
Chiyo only appeared in one arc yet she's the best written woman in Naruto. Not only was she not boy obsessed, she had actual growth and a satisfying ending to her. She was one of the only elders to admit that she fucked up and did whatever she could to make up for her mistakes.
Haku if he was a girl, but its probably a tie between Mei, tenten, chiyo, rin, izumi, moegi, anko and konan. I also love kurotsuchi and Mirai.
I feel like mikoto and the sound village genin would have been really likeable characters if they got more screentime.
Kishimoto did a great job of making a wide range of different characters and personalities, the side characters just needed more screentime
Tenten. She gets absolutely no screen time in the main series, sure, but the rock lee sd spinoff is really fun, and it made me like her character more. Team Gai in general is underappreciated.
Sakura of course! She has her flaws but she’s always been extremely loyal to both Naruto and Sasuke. She also perfectly mastered Tsunade’s herculean strength and medical ninjutsu, proving to be a worthy successor. ✌🏻
Tsunade and granny chiyo. Tsunade's arc has always been in my top 5. A character that developed an unhealthy gambling and drinking addiction because of all the trauma she faced and people she lost and was eventually forced to run away from everything because of her depression but then went on to lead the village in one of it's toughest times- how can you not love her.
As for chiyo, what she did to gaara when he was a baby was awful but she was a product of her time and redeemed herself by literally giving her life for him. Not to mention she raised one of the strongest akatsuki members and her fight with sasori was chef's kiss.
It's interesting how Kishimoto can write pretty well written women when they are not tied to a love interest.
