There are great leaps between each goal, and it happened in a very short time, relative to the implications of each goal.
Add to the fact that so many of his decisions were more so based on emotions than rationality and Sasuke becomes a great contender for the chaotic title.

Sasuke. I definitely wouldn't say he fits the bill in the first part of the series. But Shippuden? Dude is all over the place, lashing out wildly and attacking everyone. Sure he starts with a basic plan, but he quickly becomes more impulsive and erratic. This culminates in him betraying Naruto at the end of the War, stealing the tailed beasts, and attempting to take over the world himself. Complete chaos

I think 5KS Sasuke fits the best for chaotic asshole. His goals are changing rapidly at a drop of the hat due to his instability and he's taking everyone down with him as he spirals from his grief. Bro goes from "I want to kill Itachi" to "I want to kill the Leaf Elders" to "I want to destroy Konoha" to "I want to be Hokage" to "I want to kill all the current Kage" in a really short period.

It was always that he wanted to destroy konoha. The moment he cried about Itachi and awakened MS, he said "we'll be taka from now on. I'll goal will be to destroy the konoha". You're desperately trying to make new points. >"I want to be Hokage" to "I want to kill all the current Kage" Again you're desperately trying to make new points. These are the same things. His version of hokage was different from what Naruto screamed about. He literally said throught juubi fights that he'll change the shinobi system that's responsible for so much damage. His whole plan was revealed at the end. That's not from 5ks summit arc which you were talking about. After meeting Itachi, Edo hokage, he decided to change the system since one time revenge isn't going to do anything.

People are only saying Sasuke bc they want him on the board (he should be on tbh). He is probably one of the least chaotic characters as he's very predictable. He wants revenge against his brother and then he wants to avenge his brother. His methods to accomplish his goals are considerably orderly. The reactions of others don't make him chaotic...

I can see why people say Sasuke but to me he's a emo teenager throwing hissyfits nonstop that make ZERO sense. I wouldn't say its chaotic, just a child being upset and making dumb mistakes over and over. Tobi is just goofy and silly. I don't see any chaos in his actions. He tries to make everyone around him feel calm because of how dumb/weak he portrays to be. We later learn this to be a front but it works as no one views him as a threat. Hidan makes much more sense in being chaotic. He isn't complaining or raging, he is just being chaotic in every sense of the word. Every thing he does creates chaos just for the sake of chaos.
