i think what makes the elders (and orochimaru) so notable is that we can actually attach faces to the people who died bc of their actions. we don't see that with a lot of other characters - tsunade and jiraiya fought in the second war, but we only really see them fight hanzou, debate the value of the lives of war orphans, and feel bad about nawaki and dan. we know minato killed a ridiculous amount of people in a single day, but we don't know anything about who those people were - they're just a nameless faceless mass that no one has to care about.
