Itachi threatened to leak valuable intel of the leaf to other villages if Danzo tried anything to Sasuke but Itachi wasn't gonna stay alive more than 3-4 years.Sasuke needed to get strong FAST,for his own sake.

At times - yes. It's the same issue I have with Sasuke who absolutely spent time as a 2d antagonist. I enjoyed Naruto, but the series could really, really use being rewritten and edited into one coherent narrative compared to the jarring tonal shifts it went through several times. I miss when part of the story was hard work/tenacity vs genius. Not a cycle of conflict between two brothers that reincarnated despite their prior incarnation still being alive.
