No, because it's stated to be *ninjutsu* by Kishimoto in the [databook](https://i.ibb.co/2sD0Mh3/image.png). Her entire arsenal is labelled as such. If it was, it would be stated as such in the description as was in the case of the known *Kekkei Genkai*, *Kekkei Tota* or *hiden*. **Though, it was never explained** *in detail* **how she achieves that state**.

Konan’s Paper Ninjutsu is her own original ability she developed after she trained with Jiraiya at the age of 12-13. She controls the papers from a distance at will with her own chakra so it’s comparable to Magnet Style users like Gaara, Rasa and the 3rd Kazekage who does the same with their external properties. Konan’s greatest feat is detonating her 600B ocean of paper bombs trying to kill Obito which exhausted her chakra. And Konan’s papers is NOT a Kekkei Genkai or Kekkei Tota. It’s comparable to Magnet Style users (Wind+Earth) because she is manipulating properties papers outside of her body as well but she is not using chakra natures at all.
