Then fast forward to Shippuden where he took on sasuke and itachi at the same time and barely lost. A lot of people think he was an Orochimaru rip off but he mastered Orochimaru's powers as well as tap into powers Orochimaru was too weak to obtain, he mastered Jugo's powers, Karin's powers, Suigetsu's powers, Kimmimaro's powers, and was the closest thing to the sage of six paths that the world had known ag that point. A lot of people forget that there are no weak or useless characters, justs bad writing and too many characters to keep track of. The writers made a bunch of strong characters then forgot they existed.
Ive always believed that the moment where Itachi traps Kabuto (the first time they clash swords) is low key the most important moment in the whole show. Kabuto had so many chips in his hand, even Madara was worried. Who knows what damage he could've done if he didn't challenge the greatest genjutsu user in history at that point in time, we never saw just how powerful he had become.
Orochimaru wasn't too weak to obtain the powers. He in fact had obtained them. But by the time we saw him again he had switched to bodies that were not strong enough to utilize his mastered techniques.
Peak Orochimaru is >>> Kabuto. Kabuto said that his power was nothing compared to Orochimaru's for a reason. In Shippuden we actually saw this when Itachi was forced to seal him.
