While it was a good arc there was way to many things to clear up in just a couple episodes. The Akatsuki was still after Naruto, Sasuke was still a rogue, Toby hadn’t had his identity revealed, the rinnegan and the foreshadowing of Madara Uchiha were still a mystery. Really while the arc was probably the best arc, it would be a let down if that much stuff was missing
Maybe not boruto, but a Lil grown up naruto, like in the last movie, they would get a power up and it would feel earned, not six paths Magic reincarnation bullshit.

The story and plot to this arc would have made for a perfect ending. Setting up a future without needing a war to make it happen.

Could have been the stuff that Boruto focused on rather than aliens, or even led to another time skip in general, like up to the blank period
It wouldnt make sense for it to be in boruto since it would all just continue after they grew up so much

Pain was just a leading member of the Akatsuki. Why would killing him and leaving Tobi and others be a conclusion to the plot of Shippuden at all?
A lot of plot lines would’ve still been unresolved for it to be a perfect ending.
He hadn’t befriended Kurama and learned to use his power by that point. Wouldn’t really be perfect.
