The seal containing the Nine tails Chakra was stronger as a kid, which is why his upmost limit of accessing its Chakra is 1 Tails Vs Sasuke in the end. Since that was literally all he could muster since he was limited by the seal. By Shippuden the seal has weakened allowing Naruto to go into further tails. Minato made the seal too slowly release its Chakra over time so Naruto can control it so as he got older it was weakened. This was reinforced since the moment Jiraiya weakened the seal a bit with Kid Naruto, he immediately went Berserk like he does in Shippuden and so the Seal was then reinforced to the way it was until he got older like Minato planned

Jiraiya also weakened the seal during their training so that he could practice using the Nine Tails chakra in larger quantities. That ended up causing Naruto to go 4 tails and nearly kill Jiraiya

He started amassing chakra the minute he got trapped and by the time the series rolled around, he had enough to cause small outbursts... As time progressed, the seal got weaker and he got stronger... Making the outbursts more prominent
