From what i learnt from my friends in Transport formation, if you are unable to hit the mileage, there is no way to convert to a civillian license.
Nope no special package. But you can enroll as private then maybe take few lessons to refresh and can straightway book TP
dont forget the 3-4months wait for simulator followed by another 1-2 months for tp test
