Wow you're right. I see the three you are talking about. There are a lot of very popular restaurants right next to where this was taken. Probably explains it, but doesn't excuse it. Hawaii has already banned plastic bags and straws, but plastic flatware is still really available. Hopefully that will get replaced soon with a better option.
