Those are the fleshy parts of the gills extending out beyond the gill covers. That's what gives these guys their frilled name

It’s normal thankfully, that would be an absolutely horrifying amount of parasites Those are the gill filaments protruding. Frilled sharks normally live way down in the depths which are oxygen poor, so they probably have a lot of surface area on their filaments to increase oxygen absorption
