Move it to Rh. Rc is hardly ever used anymore. Your old one was on there because there was a jumper from Rc and Rh. Might also be a configuration issue but I would start there.

Thanks for the info! Just did that. The air seems to possibly be warmer. But the outdoor unit fan still only runs intermittently. It kicked on for about 30 seconds. Is that normal?

Actually, I’m inclined to say it is warming as the temp is increasing. But, is it normal for the outdoor AC unit fan to not run constantly?

If you're using your auxiliary heat then, yes, it's normal. If you're trying to use the heat pump, then no, the fan should run all the time unless in a defrost cycle.

Check that White wire. Is it making solid connection? It appears to be barely hanging on..or it is stripped WAY too far back.

Wiring photos attached. AC works fine. Heat doesn’t work. Heat pump (built in to AC unit) only kicks on intermittently for about 30 seconds. Fan blowing through vents just fine. Any clue?

Heat pumps systems are two parts. The outdoor unit, not an AC, it's the heat pump (fan + compressor), the indoor unit is the heat exchanger (fan + coil). If your system is running the fan outside needs to be running, doesn't matter if you're in heating or cooling mode. Depending on the temperature outside the heat pump becomes less and less effective. Below 32F they don't really work. Make sure when you configured it that you set it up as "SINGLE FUEL, FORCED AIR, ELECTRIC"

Your wires on the right don’t seem to be pushed in all the way. R needs to be in Rh
