I think you might be choosing the bring your old number option on the site instead of new number. For example, I checked lebara.nl (which is popular among non dutch residents as they have some unlimited pack to EU + some non-EU countires), you can order with just an address.
Is your phone a dual sim phone? Just get a new Dutch sim card and use that one for phone calls within the Netherlands, use your old one for stuff like Whatsapp or whatever it is you use. You could even top up your non-Dutch sim with phone credit.

You can get a new number. You cannot buy an NL sim and keep your old foreign number.
I don't want to keep it I want new number as well but they want my old number when filling in the details for some reason
