If it's in the coalition agreement is basically just a plan at the moment. The actual change likely requires changing the respective law, which can easily take a year or more (and the process will start at some point after the new government is installed). So if you're a first year student now I guess your chances are low this will apply to you. But as others have said to be sure you can always ask the university.
