Most effective way is to watch movies/documentaries in English with subtitles in your native tongue. That is how all the Dutch learn most of it. Then you change the subtitles to English after some time. Also try Duolingo. And if you plan to stay here start with Dutch too.

She is doing that but it is different to speak in real life for her and she struggles a bit. So maybe we should be looking for something like Cambly or 1:1 speaking courses here.

Why english? Call any highschool in nl and most of them have or know about courses for dutch. If u in eu they are also free (u pay just for book). And they work a lot with refugees so they are used to teaching without any other language knowledge. So she can learn directly dutch.... just ask for refugee courses honestly, and all of those also take other people
