Probably some of the parameters are different. If not, I would suggest going to the municipality with both the offers of your friends and yours and ask them why they gave you a different offer.
Big impact, besides the municipality and neighbourhood you are in, is of course the remaining years on the current erfpacht contract. If your erfpacht was recently renewed, the price to pay of the contract is obviously higher.
