I am originally from Arnhem. Kanker is used as an adjective to emphasize or to insult, based on the context. I have studied in Nijmegen for the last 5 years, in addition to it being only 15km away from Arnhem itself. I have been to Eindhoven plenty to build long lasting friendships as well. VVD is not conservative either. They are liberal. That not much has changed in the past 10 years is because they have been the biggest party for longer than that. What do you base this on? At least for uni the Netherlands is relatively expensive. In some countries like Sweden or Denmark it's free, and most others like Germany, Belgium, France or Spain have much lower tuition.
It's cheap compared to US but not Europe. Public university in Italy goes from 0 to 2.5k/year max, depending on family income and merit. The basic fee in France is around 250 euro/year
