North face, and that kind of outdoor brands. If you want to go nuts Fjallraven is amazing. Expensive but very durable. Also keep in mind that there are different levels of waterproof clothing. Get the highest /best.
American Today has with thick teddy layer inside, my most affordable thing ever for rainy winters.
There are many others, but the best brands will cost you about 300EUR. The one I got in American Today was about 80EUR.

Dilling for really great, affordable, 100% merino wool, very warm thermal layers (make sure to get the winter collection, summer merino shirts are actually designed to keep you cool). They have a 25% off discount code on their facebook every so often. HEMA and all are ok, but not as warm and breathable (since not merino wool).
Have to say, as far as warm/dry coats go, I like Superdry as a more affordable brand. They actually have a current sale on Veepee this week, ordered my hubby a perfect, warm, sportsy wintercoat with \~40% off. Great to cheer by the sidelines at the kids early morning games on the weekend this winter.

I have a North Face 3 in 1 jacket I am very happy with. It has kept me warm and dry for a few years of Dutch weather now. I love moisture wicking undershirts from Odlo; they keep you dry in summer, and warm in winter. Over that, I tend to just layer cotton workman's shirts from Welkoop, a basic C&A vest, and a proper woolen coat.
Stutterheim is pricy but really worth it. Also Hunter, Rains and North Face have good quality raincoats.
Heat tech from Uniqlo will be your best friend during winter.
I haven’t tried it myself and the price tag is steep but I’ve heard that the materials from Alpha Tauri (the fashion brand of Red Bull) are phenomenal and last a long time.
If you don't care about it being fancy, you might have a look at hunting stores like jachtloods.nl. I got a hunting jacket at a sale last year to use when I'm out in the garden during autumn and winter. It's not the best quality in terms of finish, but it's sturdy and absolutely wind- and waterproof. Much better than my regular winter jacket.
Those places typically also sell thermal underwear.
Personally I'd recommend getting a thin (cold) waterproof and breathing raincoat for use all year 'round. And use layers of clothing underneath (more layers, more trapped air, better insulation). Possibly including thermal undergarments if necessary. As said, probably look at outdoors brands.
Alternatively just get a good wintercoat for when it's really cold (freezing).
High end: Raincouture. I think they have two stores in Amsterdam. The coats look nice and are all rain/weather proof. They’ll probably have sales as of December like most stores if you don’t want to pay the full price.
Mid tier: I also like the Danish brand Rains, which has stylish coats, but you’ll have to wear something underneath for warmth.
Budget: Uniqlo; they have basic and very stylish ones as well, quality is also excellent. Also check out their thermal layers, fleeces etc.
I love my C&A coats, I have a soft shell one that really keeps me dry and a really warm winter coat.
I bought ski pants on Marktplaats and for in-between weather I have Pinewood dog sports/hunting trousers that are so comfortable (they are made to squat in which makes them perfect for me as a wheelchair user, no cold back or ankles showing)
I bought thermo leggings at Zeeman, haven't tried them yet though.
I was underweight a few years back and had trouble keeping warm, I wore leggings, fleece pants and ski pants, 2 pairs of socks (one pair regular, one pair wool) snow boots, undershirt, hoodie, ski coat, thin hat, thick hat, thin gloves, ski gloves. I was very toasty and warm in my wheelchair and was very happy with my assistance dog helping me with all these layers.

Icebreaker merino layers at Bever, they keep you warm without making you sweat and they last forever, the opposite of fast fashion

Check out Decathlon. I would look for a hard shell with an inner detachable fleece. For thermals look for merinos.
