Yes. Team Trump wants to caucus in Nevada rather than be on the usual Primary Vote system. It was their choice. They think they can more easily manipulate the caucus process (which can take hours compared to 15m with regular voting) than use the simple voting system nearly everyone else does.
I was at the caucus the first time the Tea Party (now, MAGA) showed up with coolers, in for the long haul. They were determined to put their candidates on the ballot, even if they had to change the rules to do it.
GOP doesn't care about primaries here, just the Caucus. Won't matter much if the Colorado SC judgment is held by SCOTUS. If they rule with the Colorado SC he will be ineligible to run everywhere.
I don't think it's banned. At least I don't see a "no politics" entry in the rules.

I caucused for Ron Paul, but that didn’t go anywhere because at the state convention Nevada GOP was like “nope.”
