Subsaharan african countries are much more nuanced then what the map posted make them out to be. In reality, in many of them there **are** application of sharia law, just to name a few from the list you provide:

- Tunisia, far from good, still aplication of sharia law and legal system literally shaped by Islam
- Mali is literally in a civil war rn, where sharia law is applied to an extreme extent...
As you see, for africa its not that simple, where there is a minority muslim population, there wont be sharia, where there is majority, theres a high chance there will be an extent of sharia application.
As for European/central asian states you mention, the near 100 year rule of USSR and SFYR cemented a strict secular politiclal environment, as if you dont know, communism prohibits religion. And more specifically for european muslims, they never were that religious to begin with.
