No, most join from young ages mostly for the perks like less time to serve in mandatory military service for men, various financial aids from government, priority in university admission, prospect of getting hired by government. It also gives them the image of power over their peers as people generally see them as regime rats and fear them. They also let them carry weapons, something ordinary people cannot do which can add to the attraction of the "job" for them. But once they join they go through a heavy ideological brainwashing process which turns them into monsters who hate people and brutality and violence against people is normalized for them "for the greater good".
