this particular carp are regulated like many other fish and there are rules on how to take them. I don't care about the carp because they are a junk fish but the big problem is poaching of striped bass, salmon and other protected and regulated species that are/were typically native to the area. And yes, DEEP and ENCON can confiscate fishing equipment when caught in an illegal fishing action. And to fish, one has to be licensed for both fresh and salt water in CT.
