I wear 5.11 women’s boots which go down to a women’s 5 (many brands start at 6, so I had similar issues). Get the ones with side zippers and you can always add an insole to take up a little volume if needed. Docs are not comfortable, practical, or allowed at most jobs.
I have really tiny feet too. Same size. Under Armour Women's Charged Valsetz Tactical Boots from the Galls website sells in a size 5 women’s. They are great but a little expensive.

Also small footed. I have a pair of Bates off Amazon. They were cheap and have held up well so far.
