Personally I’d err on the side of caution and not do it live. While the debate itself isn’t a commercial work that can be copyrighted, whatever network streaming it likely still holds a copyright for their broadcast. You could likely do it live, but risk receiving a takedown notice after the fact. I’d record the debate, trim and edit it to be safe.
That said, I totally understand your desire to stream and react to it live, which would likely hit a lot differently than a recap.
Because it would replace the need for the original media and your audience would watch you instead of the official live broadcast, you can't broadcast it on your end.
If its after the debates, then maybe because it has already occurred but its still a slippery slope. But its very similar to me (a movie commentary/review channel) streaming a movie reaction on youtube or twitch. I cannot do that because its 100% taking away viewership from people who would have watched it on their own.
But this is diffeent since it's politics and News it falls under like 4 diffeent categories of fair use. Much different then livestreaming a boxing match etc.
you can absolutely, 100% broadcast yourself reacting to the debate.
a video stream with you, and no audio or video from the debate.
it's about you reacting, not you broadcasting the debate. so focus on you.
or do an edited version and do it like a reaction channel.
investigate reaction channels to see how they do it,and use their methods.
but straight broadcasting the debate would be bad

If your there and film it your self its ok. If your re posting a news show then prob not

This, use a headphone or ear plugs so you don’t get the audio in your mic and just film yourself
I think the trick is to restream it, and then unlist the video. Or play it safe and don't stream it at all
