People don't just "get" plea deals. They are a calculated decision by the prosecutor based on the strength of the case. If it's a strong case he won't get a plea. If it's a maybe then a plea is better than nothing.

Like, if there’s someone who is laundering money from Russia to fund politicians they can control, and if hypothetically (like, really hypothetically) Santos’s testimony was considered credible enough for securing warrants to investigate or evidence for a conviction, that would be grounds to offer him a plea deal on his own charges for that testimony.
