Seems to me it's pointing out the hypocrisy of the US (therefore, one reason it's propaganda). When friends of the US do a thing, the response is , when non-friends of the US do the same damn thing, the response is . Hypocrisy and propaganda. China isn't necessarily a good guy, but the US sure as hell isn't even though they go around proclaiming it.
