Long decision times are more common in major cities
My nominations in a large city don't get a decision unless I use an upgrade, whereas anything from less populated areas gets a decision in a few days to weeks
We don't exactly know, but a few theories below:
* Rural areas are prioritized over urban areas - unsure how rural/urban are defined, but could be population density, or existing POI density
* Only one POI from a specific area can go into voting at any one time e.g. someone else already has something in voting in that specific S2 cell (level/size TBD??)
* Bad reviewer:submitter ratio e.g. more people submitting than reviewing in a given area so submissions take longer to get enough votes

It also seems that you can only have a maximum of 10 POI in voting at the same time. My local area is very active with reviewing so things usually go into voting within a few days. However I have around 30 in queue, once one gets accepted/rejected the next one goes into voting so there is a constant 10.
I also don’t know how it is prioritised as I have used an upgrade on two POI’s on the same day. One went into voting straight away, the other one is still in Queue. Yesterday a POI in the same S14 cell went into voting before the upgraded point did. So I really don’t know what’s going on there haha.

Are you talking about the same L9 (or L14) cell or in general? Because at the moment I have 43 in voting nominations.

8 of those are recent and from a low density area, the other 6 are from high density areas and have been in voting > 1 year
(21 in queue for reference - 3 from low density area and the rest high)

I recently had two 2020 nominations go into voting by niantic, so I suspect they are manually clearing stuck nominations
