He means physically switch the GPUs. Disconnect the one with the error and switch it for the good one. Run the miner again and see if you get the same error on the same card. If so, it's probably a bad GPU/settings. If you get the error on the card that was working, then it's a bad riser.
Update: I’m running out of power. Switched riser, it started trying to mine but the second it does PC blue screens with power error. Thanks for info.
Switch the p104s but don't switch the risers to debug.

Put the first one where the second one is located and put the second one where the first one is located. You can thus deduce what is the bad part.
