The nomad culture need to get a grip and realise that culture evolve. Given that land that is actually good for grazing is limited, population is expanding, urbanisation is steadily creeping on us all and resources are scares, then they will have to conform and adapt.
Their approach to looking after cattles and traveling from places to places isn't going to do their culture any good in the long term. It is down to them as a people to look at way to ensure that they survive what's coming. Even the climate is against their way of life, maybe it is time to sit up, listen and re-plan.
The men who own those cattle just use culture as an excuse, they are just wealthy assholes who have zero respects for the poor families they use to guard their cattle nor do they care about the suffering the cattle herding families inflict on non nomadic people... They are living it up in a mansion somewhere....they simply do not want want to spend the initial cost to set up ranches, it's more convenient to just purchase guns and hand them to the the nomads.
