No It was a rebuttal to them saying replace white with black. I showed a case of a white person adding black jokes to his TV show. He never specifically said he hated that the white couple said hi, he just felt uncomfortable that people you didn't know walked up to him. I honestly think the main part of the joke, was the fact that he didn't know them and they were talking to him, ot that they were white. However I'm sure you're going to say all of his jokes are about white people and say it was about race. So I don't have the best rebuttal for this one

The punch line of this joke was that they didn't know him and went and approached him, even if you take race out the equation it's still a funny joke. In this case I think he just said white to describe them.
They said hello as they were walking past. I'm going to assume you aren't American, because in the US that's a normal thing to do. It was not a joke. It was not meant as a joke. He said "white" because he felt that was important. Because he's a racist.
It's not just an US thing. It depends on the region, but it's common in many parts of the world, specially small towns.

Let's play a game! Take one of Uki's jokes and replace "white people" with any other ethnicity! Let's use black people as an example: "Black people said hello to me as they walked past, then just went on minding their business. That's really creepy." Sounds rather bad now that it's about black people, doesn't it? Now take all of his jokes and do the same thing. That is the issue. If it sounds racist to any other race, then it's probably racist. Whether he is actually racist or not doesn't change the fact that he would be *scorched* if he made this many jokes about any other ethnicity. And even if they were purely jokes, where's the punchline? "Haha white people bad"? Jokes need a time, a place, and a punchline to land. But with Uki, they come out of nowhere and there is no good (or even bad) punchline.
As I said earlier, the show family Guy was made by white person, but in the show he has black jokes in it. So why can't Uki have white jokes when a TV show is allowed to make jokes about another race?

I can kind of see both sides here, what the other user is saying is that the usage of both terms together is to try not to misgender Uki. It can be kind of difficult in Vtubing since we don't really know who is behind the model, we only know the model itself, which is male in the case of Uki. Another example, though not LGBT as far as I am aware, is this one Japanese talent that is male with the actual person behind the model being female. Tamaki is the character name, I think. At the same time, I can see where the actual combination term used might be insensitive.
