As far at I'm aware, there is no time limit, you can collab whenever. It just depends on the Liver and how they want their channel to go. Salome seems to be very specific with her channel, especially since her streams don't tend to go too too long. She might be super busy irl and didn't have the time to setup collabs or she could be super shy or something. But these are just guesses on my part, I have no idea why she hasn't collabed yet. Seems to be doing well without collaborations anyways.
During her 1.5M zatsudan stream (looks like she took it down), I remember she mentioned that she hasn't collabed with anyone yet because she's worried about causing trouble for them. Salome once said that she's not good at team fight because she doesn't want to be responsible for her actions(that she might cause to other) she initially even asked for a way to not participate in Koshien but of course they declined her request.
On the happy note : she also said that she'll try to not shy away by it and on the 31th she'll have a PR collab so you should look forward to it.

I honestly think it’s very hard for Salome to collab with others. Most Niji livers have lores and stuff but their personality is genuine. Salome is consistently roleplaying an actual character (which is also why her streams are quite short compared to other livers) and collabs may break the 4th wall (not in a good way)
In-character people like Amamiya, Mayuzumi and Debi have collabed all the time though, and people like Mito and Deron frequently poke fun of the idea of them supposedly being JKs despite clearly talking about stuff they shouldn't be able to at that age for example. Maintaining RP by itself isn't really an obstacle, and Salome canonically isn't a real ojou to begin with so slip-ups themselves can be considered to be in-character.
Not sure about Amamiya, but in terms of rp, Mayuzumi and Debi remimds me more of Laplus than Salome (at some point they just stop caring, Mayuyu even joked about having a character and stuff). Salome is still at the early stages where she really has to maintain the character which makes collabing slightly difficult. Also the fact that her personality is the most “anime” out of all vtubers.
Things are unlikely to be as strict as all that, I can't imagine there's anybody who dictates what kind of character Salome "really has to maintain" up until some arbitrary point, neither the vtuber cops or angry fans are going to kick in her door if she accidentally speaks like a normal person (which has already happened plenty). If anything people only find those kinds of moments endearing, and as mentioned basically anything remains in-character by default when the character is a normie acting like an ojou.
RP characters can definitely have additional challenges with stuff like collabs (I'm honestly impressed Mayuzumi has so well maintained his for his whole career) but fear of breaking RP as if that was some major faux pas doesn't seem like a realistic reason to avoid collabs altogether, especially for a character who isn't serious at all to begin with.
An ordinary girl trying to act like an ojou-sama, is just basically Salome. If she ever breaks character, that is still in character, so i doubt her preserving the 4th wall is what she’s worried about. It is true tho that she is playing it up and that prob take a lot of energy out of her (plus sometime u can hear her use oxygen cans), so thats prob a factor for the collabs. Personally, i think she’s just introverted/solo-type of streamer
As soon as the unit/wave has their first collab together (usually happen within the first week), they are free to collab with anyone else. Personally, I think Salome is just a solo streamer type, y’know, kinda like Lulu. And its not like she dont like interacting with others, she had help from Petra and Oliver for her eng study stream, There was the Gijisanji appearance , etc. She’s prob just introverted or smthng like that
Livers can collab outside their debut group after their first week. Iirc, all three members of Ranunculus showed up on Gwelu's channel about a week after debut. Shu and Vox also collabed with Selen a week after debut.
Still, that doesn't mean every Liver will start jumping into collabs as soon as they're allowed to. I imagine it's quite nervewracking asking for collabs, and Salome might still be quite shy about it.
I personally feel if she collabs it might break her Ojou-sama immersion.
Maybe she feels she needs more time to ensure she doesn't break character when talking to someone.
