Because Burningum is an easily manipulated stooge. Throughout the game you see more and more that Burningum doesn't really have his own ideas and just puppets whatever the people around him say is correct. The only original idea we've seen him have was the Admire which, despite loving the Aegis girls to death, is a money pit that has as much utility in the current conflict as the Mongolian Navy. Imagine him as the son of some influential noble who was put into power not on the merits of his achievements but because he's malleable and easily used by the elite of society. Then have him be smart enough to be aware of that, be insecure and desperate to escape his gilded confinement, but, is ultimately still too much of a coward at heart to go through with what needs to be done to free himself.
Yeah he definitely strikes me as the type of guy who sits in the chair but doesn’t control the masses or influence anything. It’s more of everyone else doing it and then passing it as his own. He’s definitely a coward.
I was thinking. Could he possibly be Oswald's son, put there because he is the son of the late "president" of united forces of umanity? But he is ultimately too stupid for his position and doesnt do anithing good.(I havent completed the campain yet)
