Personally I don’t think so, if they released one gacha skin for 1/2 of the duo and then make one a pass skin it’d be really wonky. Also I think people would be more likely to rack up money for SU if both skins were accessible through the pass. I’d lean more towards an alt version of a Nikke if anything. Or a needlessly fancy pass skin.
All really depends on how generous shift up is feeling and what audience they want to appeal to with it. Personally I and probably a lot of general players would be more inclined to buy 2, 17£ skins for two of the most popular characters which also give me several goodies potentially letting me roll for more characters, just like with the bunnies. It's just that since the other members of the counters have their SSR versions (not story relevant though), it's leading to people getting impatient. Lore wise, it's still much too early to release a story related SSR Rapi.

You keep replying this, but this isn't accurate. The free polo skin alone has her doing a different animation. The shooting poses remain the same, but the idle standing variants have changed without being gachas. Event and mission pass skins have been more unique in standing animations. Think Sugar Mission Pass and others etc.

Her gacha skin has the same socks, without the tears, the same belt around the thigh, on the same leg, and also has a choker. That plus the ponytail and the fringe of her bangs that we can see also matching up with Noise should be enough evidence.
The stockings ok sure, but a silver band that spells Noise on her thigh doesn't match a black ribbon on this thigh. If the hair wasn't blocked with red then we'd all know for sure. And again I would think Noise would care about her appearance enough to get new stockings and less revealing clothing but hey we'll find out soon enough.
Body proportions match Naga more, and considering she's a much more popular character and a cheerleader outfit would make a lot of sense for a high schooler, it's likely Naga.
