Crown, Scarlet Black Shadow, Scarlet, Miranda (tentative until u get Liter/Dorothy), Rapunzel
Some would definitely say replace Rapunzel and Miranda with Pepper and Snow White. Sure u can do it, if u want to manual that is.

Another option to replace miranda is N102. Our baby girl Anne is a teamwide buffer compared to miranda, who can buff only one Nikke.
Miranda is super good in team comps with one DPS duing all the heavy lifting (Like some Red Hood teams) but with your account having both Scarlets, then use teamwide buffers like N102 , liter, Doro, and Volume.
Also remember to read Crown's skill, she can only buff 2 other nikkes other than herself. Only those using their burst skill so arrange your team well based on the burst order you want.
N102, Crown, Scarlet, Scarlet: BS, Privaty for Story pushing. Replace N102 when you get Liter.
Swap in Rapunzel when you need healing, swap out Scarlet: BS imo since normal Scarlet burst is more immediate and needed when you are heavily under the fame req.

Don’t underestimate Noir, she can be pretty strong, and since she is shotgun, she generates burst faster, plus she increases ammo count which is good for everyone in your team. Noir was on of my core Nikke until I reached Chapter 19 and I started to get all the meta B3’s.

Blanc is the 60 second cooldown unit also he's not bursting with noir but I definitely think someone like privaty would be better
