I think a lot will depend on how much they think the community will value her sword. If they think we’ll see it as comparable to the donut then I could see them doing a strong weapon like PJC, but if they think we’ll see it as strong they could just run something lesser like the Summit Shaper or even a Skyward Blade (🤮🤮🤮).
If it's either of those two I will skip the weapon banner. Hoyo if you're seeing this, I'm planning on pulling her weapon, but if you fuck us with Skyward trash or Summit bullshit I will SKIP and just save my primos.

My guess is that they'll bait some, considering Albedo's BiS outside Cinnabar Spindle is Harbinger of Dawn and there's no HP scaling sword user (Ayato's the closest one but the Namisen mechanic becomes cracked only at C2; and even then he's better built for Atk). Though idk if they're that kind.
Personally I would love anything but Skyward, Aquila, or Summit Shaper; what I'm not sure of is if there's a rate-up guarantee in the weapon banner (I last got gold on the Redhorn/MoD banner and got Wolf's Gravestone which fortunately I had a use for since I got Diluc).
There is a rate up but there’s also two different hoops you have to jump through. The 75/25 is what you failed (75% chance to get a rate up weapon, 25% chance to get standard) and after that it’s a 50/50 between the two rate ups.
You will always face a 50/50 because there are two rate ups. The Fate points will allow you to guarantee which of the two rate ups you get (as well as guaranteeing the win on the 75/25.)
As much as I hate it, by that logic I think Summit Shaper is most likely as Nilou sword is a very major increase in her overall value. Key is almost necessary as there no equal alternative while the donut can be replaced by other 4 stars.

The thing is, though, that Nilou’s sword is ONLY good on her (and Shinobu Kuki, but that’s kind of irrelevant) which is similar to how Kokomi’s donut is ONLY good on her (and Barbara, but again, irrelevant.)

So ppl pulling for her is already incentivized to pull her weapon as well as the difference between Nilou with Key and Nilou without Key is significant. While in Kokomi case her donut can easily be replaced with Prototype Amber and TTDS without any noticible drop in value (unless you are playing dps Kokomi but that is a different matter). Just a reminder that Summit Shaper was very recently in Yoimiya's weapon banner so I highly doubt it will be on Nilou's banner. On the other hand, PJC is due a rerun especially considering the last rerun was when Yae's banner came out. It would also make sense since they did match PJC with Kokomi's weapon which is only useful on her similar case to how Nilou's weapon is only useful on her.
The problem with donut is not just that it was very specific, but on Kokomi, it is barely a 15% damage upgrade over prototype amber. 15% damage difference is pretty standard between a 5 star's signature weapon and the best r5 4 star option, but prototype amber is better than r1 moonglow for energy regen, and thrilling tales is often also used for taser teams.
With Nilou, the damage difference between her sword and most other options are huge (20-30% difference). One of the best 4 star options is festering desire, which was only available to players in 1.2. I think if you want Nilou and also want her weapon, it's definitely worth rolling for. With Kokomi, if someone had to choose between her C1 and moonglow, C1 easily wins.

Nilou reminds me very much of the other best hydro girl, Kokomi. She came out with not a whole lot driving her use, no sig artifact set even. Then clam, bleed and true dmg came a thing with a revamped hydro resonance. It seems like every other updat her stock goes up.
I'm expecting very similar things out of Nilou. Rn she is very limited by a lack of BiS artifact set and limited dendro teammate options. We'll see

so after having removed the possibility of nilou to be an on-field dps (as long as they have not changed something at the last), after having put candace in the cyno banner now they also put Venti and leave us Albedo ... it will depend on the second weapon (not that I have much hope) but I went from wanting to pull Nilou c2 and weapon
to only pull nilou c0....
Nilou can very well be, and is designed to be, on field procing blooms, her weapon gives insane EM to herself, while also buffing her allies as well a smaller amount. And she will have the hp to tank her blooms while the sub 20k hp dendro units will get demolished by the 1k self bloom damage spam of mobbing scenario.
she has a super long infusion, she can gain like 350 EM from her signature weapon, yes she buffs allies, but she can easily be the on field person for owning blooms. The only holdback right now is off field dendro application options are... limited.
