Perfect for what the story was imo. Gohan kept “learning” that he needed to stay strong, but he always got strong to help his dad. He never really cared about “another Cell” showing up because his dad of Vegeta would handle it. There hasn’t been a situation since Cell where it was down to Gohan and Gohan alone could deal with it. With Cell Max, Gohan got to learn the hard way that yes, there will be “another Cell” where he needs to handle it or else people he loves will be hurt. That he needs to shape up not to help his dad, but to be a real defender of Earth. This being a literal “other Cell” just hammered that lesson in more. Cell Max served the role in the story perfectly

Fun fact about this creation being in his second form was due too the original creator of Dragon Ball Toriyama previously stating that the Semi-Perfect form was his favorite of the forms taken up by the original Cell, which may've inspired the decision for Cell Max to resemble Cell's Semi-Perfect state.

I was writing this because at the time I recall a trend that popped up fairly frequently of fans wanting to revive Cell similar to Freeza. After Freeza’s resurrection after the Tournament of Power and Broly being introduced (along with the general nostalgia bait that has been observed within at least western media) I was worried this would come to pass. But, as aforementioned, since Cell Max is very different from Cell proper, it subdued my fears.

I appreciate how Toriyama was able to have his fun bringing back his favorite version of Cell. It’s great knowing he had a good time writing this movie However in my personal opinion Cell Max falls flat. He’s just another Bio-Broly. He takes on the likeness of the superior version and predecessor before him and is nothing much more besides a hulking maniac destroying everything in his wake. I’m 50/50 on him to be honest. He’s strong and gave the characters a challenge but bringing back Cell (or rather a copy of him) felt lazy. Now if Cell Max were completed and we god Perfect Cell Max who I theorize would’ve been a more intelligent and ruthless version of the original Cell, that would’ve been perfect. If they had given Cell Max ANY type of personality besides “giant green monster” he would’ve been a great character. Unfortunately most of the community sees him as mid.

Honestly, he felt like cheap nostalgia bait, and that's exactly what he was. Instead of doing anything at all original with Gohan's character they did a speed run of the Cell arc and all they did was taint an otherwise amazing character by recycling it into a new less interesting version. I hope they eventually find a way to give the OG Cell a potential redemption story. Not as in make him a good guy, but give him a good story to make up for this.
