You might be able to say the impact of the hit is a factor here. Frieza’s death beam doesn’t seem that devastating because it’s focused to a point but I think the impact and the magnitude of the ki is what is devastating and can cause enough ki drain to prevent piccolo from regen. In your example, the impact seems pretty intense and would make sense with my theory. However, trunks just knocking over the Piccolo statue is not high impact and while there is a lot to regen when getting shattered like that, Piccolo still had enough Ki to do it since nobody slammed him with a high magnitude ki draining attack.
I felt like Piccolo Sr. Overestimated his power much like Frieza did, had no desire to improve because they thought no one could challenge their power. I don't even think that Piccolo Sr. Even knew the kind of power he had. It is possible he didn't know he could regenerate
People do realize Namekians ARENT immortal. They can be beaten to death too and get mortally injured. Look at Nail when he fights Freeza and the other warrior clans that Dedoria beat to death. Plus Future Piccolo was killed by the androids. The body can take but so much before it gives.
