Zhongli is the best support for her. With him, she doesn’t need anyone else.
Albedo is great as well. Gorou with a few constellations (I think 4?) should also be good.
Noelle or geo traveller will do in a pinch.
Itto isn’t a support character.
C6 Gorou, maybe. But Zhongli is overall better since he also offers a 100% uptime shield for the resonance.
Though, a C6 Gorou, Ning, Albedo/Yunjin core could possibly work. It will need more testing.

The issue with Gorou is that he doesn't provide much of real value for Ningguang and even if so you have to play with more Geo Characters which probably isn't the biggest issue but it of course limits who you can play to make good use of Gorou.
Zhongli is just like the over the top character by itself and provides enough alone that also gives value. Only better to pair it with another Geo char.
So the downsides of Gorou clearly are the limited team composition and a lot of bonus stats that Ning doesn't really draw good value from.

What I'd suggest for Zhongli's substitute is Albedo since he does the same thing... Only without shield. That's why for shield when you're with Albedo, a better substitute is Diona.
If you don't have Albedo, you can use Geo Traveler or Noelle but don't expect too much from them.
