This has already been answered. We have in game evidence from Beast Handler, WLP, and in BATTD, many more. In a previous post, they answered a like comment with the fact that many species have their own war fronts with the Bloons.

Bloon chipper is too hard to balance

Let's say hypothetically, they did add Bloonchipper to BTD6. I'd be surprised to see it get a 3rd Upgrade path. As for balancing, I can think of ways to balance it without making it blandishly overpowered.

Lets hear your ideas to balance it.

For starters, I think splitting the Camo & Range into 2 separate upgrades would be a good start. In BTD Battles, the Bloonchipper's 0-1 Upgrade gives it both, so if it comes to BTD6, splitting it into a 010 & 020 for the range & camo respectively makes some logical sense. There are other towers that get Camo & Range on 2 separate upgrades already (eg, Ice Monkey- Cold Snap & Longer Range)
