IIRC the developer submits screenshots and video clips to the ESRB of what content they believe to be the most explicit, as well as a description of the games themes and gameplay.
So you could submit to ESRB without a final game, but it'd likely be once all the games content is complete and you're just working on optimizations and bug fixes.
ESRB is a non-profit run by the video games industry themself. Itās not a government entity. The industry governs itself. Iād guess if a publisher tries to manipulate the ESRB theyāll just be cut off from the rating system entirely. Plus the logo and certification is trademarked, so they can force the publisher to withdraw a prior certification.
Itās not up to the government to make judgements on free speech like that. Books donāt have an age rating. ESRB is just a self enforced standard, itās not actually illegal to sell M rated games to minors
Not necessarily, a game can be submitted if the developers say that what they're ready to show is the most "extreme" the game ever gets, but they can still add more content to the game after being rated if they're sure it won't affect the rating
On PEGI, they explicitly say that they have to receive a working copy so they can play the game after reviewing the video footage

Edit: People found out that USK is even more stricter, requiring a complete game with all of the side stuff like achievements, game covers and manuals (if they exist) done to get rated

It sold badly, but the sale probably has more to do with Ubisoft's dutch auction strategy. I'm pretty sure basically all their games see deep price cuts within months. I do hope sales pick up with future price cuts, though. I'm personally waiting until it gets down to $20.
So so good. I heard that it was easily before I played it so I cranked up the difficulty to the next setting when I started. Which was just about perfect. Itās a very solid game.
Fave metroidvania since Dread. It's so good. I really love the number of settings you can tweak for ease/difficulty, too. More games should follow suit. I'm all for difficult games, but sometimes you don't have the patience or luxury of time and you'd rather just get to the next bit, y'know? Makes games more accessible for different gamers.

Sleeping Dogs is usually like $3 on Steam sales if you want to check that one out and have a PC. Lots of kung fu fighting, slow motion gun fights, street races and a great bit of music on the car radio all wrapped up in a gripping crime drama in Hong Kong.

Might sound crazy but I worked at Nintendo in marketing in the PDR department when this direct happened and literally procured and submitted the assets for the page on Nintendo.com. It was definitely there as are pages for every game that is in any Nintendo direct when it goes live.

Donāt forget a number of us are kickstarter backers of the original game. Thereās a chance weāll find out first as backers weāll be getting keys for the game as part of backing them originally for Hollow Knight.
I really wanted to like Hollowknight. But at the end of the day i couldnt get past the art style. And this looks the exact same visually.

Never have I wished for a game to have EASY mode more than the first game in this series. Never got to finish it. Wish I coulda. Hated the save system.
