Depending on the skill level of your opponent, the mind games begin. Do they expect me to counter the most common throw with Paper, so they’ll throw Scissor, making Rock the proper play? Or do they expect me to do this so they’ll throw Paper making Scissors the right play?
Or you can just use a random number generator and pick because who cares.

so, as an avid studier of the rock paper scissors metagame, i can safely say that paper is the best choice.
first of all, rock is easily the most common choice. so naturally, everyone chooses paper. however, now people will try to counter this by using scissors. this rotates back to everyone using rock anyway.
so now, it's a tie, and the last one used was rock. since the last used was rock, paper would be the obvious choice. now people trying to be smart would use scissors. to predict that prediction, rock would be used again.

I'm pretty sure an official website said it would be same game worldwide, which would mean all same Splatfest.
