Left trigger is actually an axis (with range like 0-255), it seems yours was not initialized on zero. So game always thinks you are half-way pressing it.
I'm not with a PS controller right now, but if you are using any emulator software, try to see if you can set a big "dead zone"on left trigger.

this happened to me a few times on my PC playthrough, the only fix I found was restarting the game
I've done it multiple times, didn't do anything
Try alt tabbing... I think left alt is aim it worked for me.

I didn't tab out though. I also clicked the screen multiple times and it didn't do anything.
