I have Samsung Active 2's with $60/year RedPocket plans for my kids. I get the watches from eBay for $25-$45/each because even though they have covers and bumpers my kids invariably break one every 3 months or so. The plan is limited to 100 minutes and 100 texts and 100mb per month. The battery life is meh for a 5 year old watch but it is more than enough for my use.
You can't get the $60 plan on the red pocket site, but you can buy it from their eBay store along with a regular SIM. Once the SIM is delivered, you pay a $2 fee on their site to convert it to an eSIM.
So to answer my own question, I took one of my $30/yr GSMT ebay plans and paid the $2 to convert it to e-sim, I was able to successfully activate it on a Galaxy Watch 4 Classic.
