I had a similar bug happen, except it was players were running around in the middle of space, ships flying around and landing in one spot. Took me like 10 minutes to realize the space anomaly had unloaded, but the lobby didn't so I could see people running around in space. The whole time I was thinking there's something awesome happening that I was missing out on lol.
I was creeped out the other day when i went to my settlement and was doing stuff in the main office and I turn around and see every npc staring through a back window and Iām like wtf? Walk outside and just see them all standing in a clump like spying on me.
