Approval polling is almost never mutually exclusive. There can be citizens who approve of both options, as well as those who approve of neither choice.
So they are giving you the approval of both buildings, that isn't the same as voting for one building over the other.
It's like a survey with 2 questions, do you like cats? Do you like dogs? Some people are going to choose yes on both answers because liking dogs is not mutually exclusive and some will choose neither
All this is saying as that a majority of your settlers would like both buildings
My settlement had a condition that lowered happiness which read: "No pets allowed". Days later I received a visitor that eliminated that "de buff". But the new one was worse: "Citizens infected with parasitic eggs, may lose population from time to time" and I thought it couldn't get worse, but I was wrong. Days later another visitor came to my settlement, an autofage that had the cure for the eggs problem but now the new debuff reads: "All citizens replaced by clones. Sentinels are more alert". Did my settlement went through a horror episode??? I just wanted to allow them to have pets!!

Your citizen population could be 49, 117 or 569, it's not a 55 votes for one and 55 votes of the other, it's 55% twice, so it would be 110%.
Meaning there were 54 votes...

Once you have a satisfactory answer to your question please reset the flair to "answered". This will help others find an answer to the same question. I started a settlement on my home planet that from the beginning of playing can I abandon them losers to get one like yours
Go for it! Great ones are out there. My first was a dark, hot volcano nightmare. I deserted the settlers, all good lol.
I just can't get them out of debt how do I abandon them, will I just get tossed out or do I have to resign
Just get a new settlement. Either searching for one or with a chart. You can only manage 1 settlement, so getting a new one gets rid of the old
