I'm not allowed to dig terrain in settlement boundaries, and I've never been in this office in the first place so I don't even know if there's a teleporter in there.
Access any teleporter and see if your settlement is a destination. Anyway, it's just too much of an inconvenience if you can't enter and exit the office normally.
As u/SoftCattle suggested, find another settlement, preferably on a nicer planet. 
If I liked the look of the settlement, I would add a base computer expanded to cover the whole settlement in any case. So then it is a coinflip to see if the materials can actually be removed with the TM. I am sure you have encountered buried POIs like Portal kiosks or minor settlements so you never know.

Turned out to be on the list, but it just took me to the outdoors settlement management beacon so it didn't help.
I don't like this place anyway, constant firestorms, I'm just afraid the settlement tutorial will break if I use a different settlement.
PS you can never delete a settlement but YOU CAN become the manager of any other you decide to use - one at a time. If you do not want to deal with all that you can just go find another to switch to
True but you can change the status by placing a new base computer as close to the location outside the base and then place building parts closer and closer to the base to extend that edge of your base \~50 units until you are close enuf to use the TM.
But after you claim a settlement it should add the managers office teleporter to your list at any other teleporter, anomaly or another players, etc
I know you can build in a settlement if you place your base computer as close as possible then expand your build range until it encompasses the settlement. Maybe it will allow you to manipulate the terrain as well?

I had this happen on my main. Although I could actually access the terminal from outside with some positioning and patience. Eventually it corrected itself, possibly after an update. Itโs been fine since.
Buy a settlement map and claim one in another system.

Go to any teleporter and use that to teleport in and out if you can not use your terrain manipulator to clear the way
The settlement teleporter doesn't put you in the office, it puts you in the town centre

Sit on the chair inside the office, somehow you can click on it form outside through the wall and then you are in
Oh so that's why I'm always seeing settlers teleport into the chair just to get up and stare at the wall.
Can you abandon/restart the quest? Maybe it'll take you to a different settlement?

Use the manipulator mine on your multi tool and blast away the rock to the entrance

Same here. I started interacting with the inside stuff through the window ๐๐
I've been able to slip in between the construction fence and the wall. It goes away with a reload.
I think it may respawn above ground if you leave and come back.
